The raison d'etre for the Rule is alleged in para. 2 of the enclosed minute. The facts are also fully gone into in that
minute.
The object of the scheme is intended to be in the nature
of relief at a time when rents are exorbitant, and the standard of
living high; and I submit the logical course is to make the rent
allowance a subsidy incidental to the offices held, and classi- fied accordingly. No distinction should be drawn between a man living alone or in a hotel; and if a man is unfortunate enough "to plough his lonely furrow" as a bachelor in a hotel or board-
ing house I can see no solid reason why he should be penalised.
I will not trouble you with more. At the present time I know how much weightier matters press on you, butas the matter are long will probably engage your attention I have stated shortly
the feelings of discontent, which are practically I believe
universal amongst the officials on the present scheme. I only
wish that happier days enabled me to put the facts before you in
coversation at the C.0.
The matter is I can assure you really urgent and the
unofficial members of both Councils have recognised this in a
Joint memo. addressed to Government.
The enclosed minute of Hallifax was sent to me for my
information, and you will, I am sure, regard it as unofficial and
confidential as it has not been sent through Government in the
usual course.
